City highlights Hurn community center, Fire Station No. 5 and park projects in capital improvements update

City Transportation & Public Works Deputy Director Crystal Sigantal presented an updated capital improvements report, highlighting recent openings and near‑term projects and describing efforts to accelerate Measure M spending on parks.
Sigantal said construction crews broke ground in October on the Hurn Community Center project and that Fire Station No. 5 achieved temporary occupancy in early November with a formal ribbon cutting planned for mid‑November. Staff also described a planned Highway 101 overcrossing for bicyclists and pedestrians and said that project is now out for proposals for a master plan to be started in early 2026.
On contracting, staff explained that a pavement rehabilitation project required two rounds of solicitation because initial procurement requirements conflicted with local contractor capacity; after revising Community Workforce Agreement requirements for cement suppliers, staff received four proposals within budget.
Sigantal summarized parks work funded by Measure M: Dutch Floor Park is scheduled for completion in January; South Davis Park revitalization and community garden and tennis court renovations are in early construction or will begin in spring; several other Measure M park projects will be advertised in coming months.
Council members thanked staff and residents who advocated for these projects. Staff said the department delegated 17 projects in the current cycle and expects about 20 projects to be ready for solicitation in the first quarter of 2026, making the coming months a busy construction season.
