The employment terms presented to the council included an annual salary of $291,200, a $3,000 monthly temporary assistance payment, a $500 monthly vehicle allowance and benefit coverage consistent with Unit 10 and CalPERS participation. Staff said these benefits are standard for executive‑level assignments when offered on an interim basis.
Council members voted to adopt the resolution naming Ferrell interim manager and to introduce the ordinance setting salary; the votes were recorded as unanimous.
The council’s action places Ferrell in the interim role while the city conducts a national recruitment for a permanent manager. Staff said the recruitment could take six months or longer and that Ferrell’s interim assignment would continue until a permanent appointment is made.
