Jefferson County committee meetings in December approved a series of resolutions and authorizations by voice vote, ranging from tax levies to contracts and emergency demolition authorization.

Health & Human Services committee votes included appointment of a member to the Jefferson County Long Term Care Advisory Council (motion: Legislator Barrow; second: Legislator Bolio) and acceptance of supplemental unmet needs funding through the Office for the Aging (mover: Legislator Clarko; second: Legislator Grant). The committee also authorized an agreement with Coordinated Care Services Incorporated for specialized financial-management services (mover: Legislator Barrett; second: Legislator Bolio) and approved budget amendments related to community-services preschool and Medicaid billing (mover: Legislator Bolio; second: Legislator Freeman). A resolution authorizing services tied to opioid settlement funds and amending the 2026 budget (mover: Legislator Grama; second: Legislator Bolio) and a vaccine-related 2025 budget amendment (mover: Legislator Freeman; second: Legislator Barra) were carried as well.

At the Finance & Rules meeting, the committee approved levying 2026 town and consolidated health district taxes, actions to return delinquent 2025 school and village taxes, direction to complete tax rolls and deliver warrants, year-end accounts-payable adjustments, and assessments for the regional Hudson River Black River Regulating District. The committee also approved a revised local law addressing the bed-tax fund balance and selected a short-term rental registry vendor for rollout ahead of the 2026 season. Several contract authorizations were carried, including web-support services and a countywide cost allocation-plan agreement.

General Services committee items were presented and adopted as a block: amendments to the 2026 county budget and capital plan for highway equipment; amendments related to a highway office complex and training building capital accounts; agreements with New York State Empire State Development and the Town of Alexandria for a NYS County Infrastructure Grant program; recognition of a NYS Division of Criminal Justice Services gun-involved violence-elimination grant to the Probation Department; a Governor's Traffic Safety Committee Stop-DWI enforcement grant; and an amendment relating to recycling and solid-waste management.

The Finance & Rules committee also approved a declaration of emergency and authorization of agreements to demolish and remove an unsafe structure at 13 Market Street in Alexandria Bay. Committee members noted the building’s roof had collapsed and the owner was unable to act; the resolution was advanced to the full board for action at the next meeting.

Most votes were recorded as voice votes with the chair asking 'All in favor, aye' and the motion carried; the transcript does not record roll-call tallies for these items. Near the close of business, the Health & Human Services committee moved into executive session for negotiations pursuant to Article 14 of the Civil Service Law.
