Greene County commissioners approve fee increases, infrastructure grant applications and several land-use actions

Greene County commissioners on Thursday approved a package of routine but consequential actions, including an update to the building permit fee schedule, authorization to pursue state grant funding for road and bridge projects, and contract and land-use approvals.

The board voted to update the county’s building regulation permit fees — last changed in 2012 — saying the increases will not fully restore cost recovery but will bring the department closer to revenue neutrality. County staff (Speaker 5) said the new fees will take effect Jan. 1, 2026. "While it does not operate today as an enterprise fund, we track our expenses related to our revenues, and we are certainly spending more than we're bringing in," Speaker 5 said.

The board authorized the county engineer to prepare and submit Ohio Public Works Commission (OPWC) applications for improvements at the Indian Ripple at Factory Road intersection and for replacement of the New Germany Trabine Bridge. Staff said the Indian Ripple project would add a turn lane and convert the intersection to a signalized intersection, and described the bridge replacement as a large project that cannot be done in phases and will require significant detours. Commissioners also authorized submission of Surface Transportation Program (STP) applications to the regional planning commission for state fiscal year 2031 resurfacing projects, including Dayton Senior Road and sections of Indian Ripple Road.

In land-use business, the board approved acceptance of the record plat for Courtyards at Stonehill Village Section 2A (no bonds required), approved a replat to combine two lots into Lot 43A at Magnolia Meadows, and approved 100% releases of letters of credit for streets and storm infrastructure in the Landings at Sugar Creek Addition Section 2 and for Nathaniel's Grove sections 2 and 11.

The commissioners approved a contract with RoofConnect Logistics Inc. for a roof project at the county engineer's service garage. They also rescinded two earlier easements and approved two revised easements involving utility company Vectren; staff said the revised language makes clear the county will not incur relocation costs for utility lines as buildings are demolished or redeveloped.

Finance items approved included routine vouchers, travel and training expenses, and transfers to advance cash flow for programs such as the victim-witness VOCA and SVAA matches. Staff noted a $33,000 repayment into the emergency home repair revolving loan fund and said that amount was being appropriated so it can be used for future projects.

Commissioners closed with brief remarks about local events and attendance at the Ohio Aerospace & Defense Forum; one commissioner noted a reported Nvidia investment in Intel that could affect regional manufacturing. The meeting adjourned.
