The Long Range Plan & Special Projects Committee recommended that $75,000 in unspent War on Litter funds be reappropriated into the 2026 budget to support ongoing cleanup work and to include a youth program component led by the Caddo Parish Youth Leadership Alliance.
Committee members said the money would allow the campaign to continue outside city limits under existing solid-waste funding and asked administrators to work out program details—particularly how the youth program would coordinate with Shreveport Green and how activities inside Shreveport city limits would be funded. Administrator staff noted that current solid-waste funds are restricted from use inside Shreveport and that a separate appropriation is required for inside-city activities.
The motion to reappropriate $75,000 passed unanimously in committee (6-0) and will be forwarded as a recommendation to the full commission for inclusion in the 2026 budget. Committee members asked for a later presentation with program specifics and district-level plans before program rollout.
