Marion’s City Council approved the project calendar for a City Hall renovation at its Nov. 20 meeting after staff reported that bids exceeded the engineering estimate. Project presenter Kim told the council the renovation will cover about 20 of the building’s 23,400 square feet, reorganize departmental space to improve public access and employee safety, and relocate the community development, planning and building, and IT departments to the first floor.
Kim said the engineering estimate was $483,537 but the low bids were about 25.3% higher; staff recommended the apparent low bidder, Garland Construction, to meet the short schedule and reduce disruptions for staff and residents. The council opened a public hearing; no public testimony was received. A council member emphasized building security and accessible placement of high-contact services; staff confirmed those are priorities for the project. The council approved the project calendar and associated resolutions (32646 and 32647).
Next steps: staff will proceed with contract finalization and schedule management with the selected contractor, including relocation and temporary work arrangements for affected staff.
