The commission reviewed its 2026 work plan — finishing West of 257 design standards, middle‑housing land‑division rules, an urban forestry plan, a federally funded 2nd Street bridge feasibility study and a state‑funded Economic Opportunities Analysis update — and noted a Home Forward open house and holiday adjournment.
The Troutdale Planning Commission used its Dec. 10 meeting to review a 2026 work plan that focuses on several local planning projects and required studies.
Planning staff congratulated the commission on a year with no council or LUBA appeals and outlined priority projects for 2026: complete West of 257 design standards; draft and adopt middle‑housing land‑division standards; complete the city’s first urban forestry management plan; and launch a 2nd Street bridge feasibility study. Staff said the bridge study is a feasibility/concept effort funded via a federal Oregon Community Paths grant and is not a construction authorization.
Staff also announced that Troutdale received a state grant to update the city’s Economic Opportunities Analysis (EOA), a document used when updating the comprehensive plan and when identifying opportunity zones and programs to encourage economic development. The EOA update will be a multi‑stage process; staff told commissioners they will be involved throughout.
Local project items included an upcoming Home Forward/York Terrace open house (staff said they will share the invitation when available) and a commissioner inquiry about ADA access for new stairs to 257th Avenue; staff said they will check project records.
Procedural business concluded with the minutes from Oct. 8, 2025 approved as amended and a motion to adjourn. The commission adjourned and expects to reconvene Jan. 14, 2026.
