Planning staff told the council the application sought permission for two primary uses in one structure — storage and residential — and evaluated the request against three criteria for a variation: whether the property cannot yield a reasonable return under permitted uses, whether the owner’s plight stems from unique circumstances, and whether granting the variation would alter the essential character of the neighborhood. Staff concluded the application did not meet all three criteria and recommended denial.
During public comment, the property owner, identified in the record as Dr. Sharma, said he bought the property believing it was zoned R‑3 and intended to fix and rent the downstairs apartment.
