Kootenai County commissioners approve consent calendar, payables, 9‑1‑1 vehicle, IDJC pass‑through and annexation

At their Dec. 2 meeting the Kootenai County Board approved the consent calendar, paid $1,095,131.75 in payables, approved a 9‑1‑1 director vehicle purchase, accepted an Idaho Department of Juvenile Corrections pass‑through agreement, and approved annexation of the Myers property into Northern Lakes Fire Protection District; all motions carried unanimously.
Kootenai County commissioners used their Dec. 2 meeting to clear a series of routine and programmatic actions.
Consent and payables: The board approved the consent calendar (items 1–12). It also approved county payables for the week of November 2025 totaling $1,095,131.75 after a motion and second; Commissioners Eberlein, Duncan and Chair Metari voted aye.
Juvenile corrections pass‑through: Brian Alexander presented a new Idaho Department of Juvenile Corrections pass‑through agreement counties will receive this year, describing how lottery, tobacco and Juvenile Corrections Act funds are to be used for juvenile corrections and probation services. The board voted to approve the IDJC pass‑through agreement for CBAS and SUDS juvenile probation services.
9‑1‑1 vehicle: Lieutenant Jeff Howard said the replacement vehicle was budgeted for FY 2025–26 and that outfitting would be split between the 9‑1‑1 fund ($29,708) and county taxpayer funds ($40,010) because police equipment cannot be purchased from 9‑1‑1 funds. The board approved the purchase.
Annexation: Staff recommended approval of a request by property owner Myers to annex contiguous property into the Northern Lakes Fire Protection District; the district board had previously approved the annexation at a properly noticed meeting. The commission approved the annexation.
All the above motions were moved, seconded and carried with unanimous aye votes from the three commissioners present. The meeting adjourned at 2:17 p.m.
