Kootenai County staff opened bids Dec. 2 for a runway rehabilitation and PAPI lighting project at the county airport and asked the board to acknowledge the submissions and refer them to legal and airport staff for review.
Kim Stevenson introduced the bid opening and instructed bidders to provide subtotal totals for Schedules A, B and C and an overall project total. County staff read the submitted schedules and totals aloud: Thorco (Coeur d'Alene) — Schedules A/B/C totaling $206,744; Power City Electric (Spokane) — $253,791.70; Mesquite Electric (Mesquite, Nev.) — $365,870; Colvico (Spokane) — $153,608; DACO Construction Company (Norfolk, Neb.) — $333,333; Midland Electric (Davenport, Wash.) — $309,252.98; Boundary Electric (Bonners Ferry, Idaho) — $183,060.
Staff noted a higher level of interest than usual among bidders. After the bids were read, a motion to acknowledge the bids and refer them to legal and airport staff for review was made, seconded and approved with a unanimous board vote.
Next steps: legal and airport staff will evaluate bids for compliance and recommend award or next procurement steps back to the board.
