Davis County OKs small increases to marriage-license and passport-photo fees; clerk expects ~$50,000 more revenue

The Davis County Commission on Nov. 25 approved a package of modest fee changes for the county clerk and recorder offices intended to improve cost recovery.

Bridal McKenzie of the clerk’s office told commissioners the proposal includes a $5 increase to the marriage-license fee — which covers both the license and certified copies — and a $5 increase to the passport-photo fee. McKenzie said the office will discontinue the standard (non‑certified) marriage-license copy because most couples prefer a certified copy as the legal document. She told the board staff time required for simple in‑office ceremonies prompted a small fee for that service when county staff perform the ceremony.

Dakota from the recorder’s office said the recorder’s portion of the proposal mostly raises copy fees by a dollar, distinguishes vault‑document copy costs from digitized document copies, and adds a preliminary plat submittal review fee to reflect staff time spent by cadastral mappers. Dakota said the recorder last updated its fee schedule in 2015 and the adjustments are intended to help recoup rising costs.

McKenzie told the commission the changes, taken together, are expected to generate about $50,000 in additional revenue next year.

Commissioners asked questions, heard no objections and approved the fee changes by voice vote.

The changes will be published and become effective following the statute’s required posting/waiting period.
