DuPage County CDC adopts updated VAWA notice, commits HOME funds to Catholic Charities and DuPage PADS

"They have since updated those forms. So this policy incorporates those updated forms and strengthens our policy in regards to notification requirements," Julian, a county presenter identified in the transcript, said while describing the amendment. The commission also voted to place conditional HOME Investment Partnerships Act funds with two agencies for tenant‑based rental assistance. Chair LaPlante introduced a $204,000 conditional commitment to Catholic Charities, Diocese of Joliet (project 25-02A), which commissioners approved by motion. Later in the same meeting the commission approved a $139,000 conditional commitment to DuPage PADS (listed in the record as project HM25DashOTO2V).
Staff told commissioners that the commission’s FY2026 recommendations for Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME funding are based on a planning assumption of level federal funding and include contingency plans if Congress reduces allocations. "This is our plan for what we will...recommend for the 2026 funding," a staff presenter said, noting the house and senate markups then under consideration and that the plan incorporates backup options if federal funding is cut.
The recommendations as presented would move several public‑service and capital projects forward, including projects in Bensenville, Glendale Heights and Addison. Staff noted the Bensenville project requested $600,000 but recommended awarding $515,570 because available funds were insufficient.
Commissioners also discussed regulatory uncertainty tied to immigration‑status verification for program beneficiaries. One commissioner said recent guidance may require verification of immigration status for beneficiaries of certain HUD‑funded programs even if nonprofits were previously exempt; staff said additional federal guidance is expected and operational details remain unclear.
