Council workshop considers shifting private fire-hydrant maintenance to property owners

Public Works staff said the city currently performs maintenance on roughly 50–60 private fire hydrants, most on commercial properties. Staff proposed a program in which owners would become responsible for annual maintenance and testing, with the city continuing compliance inspections and follow-up enforcement. Staff noted commercial owners would receive a notification period (for example, 30 days) to schedule required maintenance after being cited for noncompliance.
Council members asked whether the city would still be able to inspect hydrants and enforce maintenance; staff answered yes, explaining the change places the financial and operational burden on owners while preserving the city’s right to require compliance. Staff estimated routine maintenance costs would typically be a few hundred dollars (primarily paint, lubrication, caps) while major repairs or replacements could range into thousands of dollars depending on the failure.
Council members indicated general support for sending owner notices and having the city’s legal team vet the letter language and enforcement process. No ordinance or vote was taken at this workshop; staff will prepare the formal notification and proposed enforcement language for council review.
