Conway council takes up several first readings, denies one annexation over road standards

At the Nov. 17 meeting the council approved multiple first readings of annexations and rezonings (including 4 Clemson Road, Church St/Cottage Lane, 5007 Presbyterian Drive, and 801 Donald Street) and unanimously disapproved an Alston Avenue annexation request because the roadway fails to meet city standards.
Conway City Council on Nov. 17 took first readings on multiple annexation and rezoning requests and voted unanimously to deny a separate annexation request for Alston Avenue.
Staff presentations summarized each request and planning commission recommendations. Miss Hux told council the annexation and rezoning of 4 Clemson Road (approx. 0.39 acres) was recommended by planning staff; Councilmember Goldfinch moved for approval of first reading and Miss Elkins seconded. Council approved first reading unanimously.
A request to rezone two parcels at the corner of Church Street and Cottage Lane from low-to-medium-density residential to Highway Commercial was presented next; planning staff and the planning commission recommended approval to match the future land use map. Councilman White moved to approve first reading; Mister Jordan seconded; council approved unanimously.
Council also approved first reading to annex 5007 Presbyterian Drive (College Park subdivision) after staff explained the annexation is required by recorded restrictive covenants and utility-account changes. Miss Hartswick moved to approve; Miss Butler seconded; council approved unanimously.
By contrast, staff recommended disapproval of an annexation request for approximately 16.6 acres on Alston Avenue because the existing unimproved county roadway dead-ends, fails to meet city minimum standards for sanitation and emergency vehicle access, and had previously led council to deny similar requests. The mayor moved to disapprove the annexation and Miss Helms seconded; council voted to deny the request unanimously.
Finally, council approved first reading to annex about 0.37 acres at 801 Donald Street; staff recommended approval and planning commission will hold a public hearing on proposed zoning at its Dec. 11 meeting. Council approved first reading following a motion by Mister Jordan and a second by Miss Hawkins.
None of the first-reading actions represent final zoning changes; staff noted that annexation and the related zoning matters will return to council for final readings where required. The Alston Avenue denial was a final action on that particular request at this meeting.
