Commission hears updated monitoring after unusual fall flooding near Edmore Coulee

Jason (highway department head) said staff and emergency manager Chris Jagger inspected the area and found water had overtopped roads following heavy rain but that, as of the morning of the meeting, flows had receded and immediate threats to Ramsey County 3 were limited. Jason advised monitoring conditions and working with townships on potential road closures.
Sam Trebelcock (Houston Engineering) and other staff noted available USGS gauging data provided unusually high "spring-like" flow readings into the late fall, and Sam stressed counties have new statutory floodplain authority under recent state law changes. Commissioners and staff said they would brief the water board and recommended landowners pursue the water board review so the issue is considered at a system level.
