Madera’s GSA advances domestic well mitigation partnership with MID and MWD; council approves MOU next steps

City engineering staff briefed the council at its Oct. 15 special meeting (GSA session) on updates to the Domestic Well Mitigation Program (DWMP) and recommended the city proceed with a partnership MOU with Madera Irrigation District (MID) and Madera Water District (MWD).

The director of engineering said staff met with MID and MWD on Sept. 26 and that MID provided a draft MOU detailing cost‑sharing and implementation approaches. Staff recommended the city execute the MOU and adopt a simpler, single‑signatory workgroup letter that had gained traction among subbasin GSAs. The director noted the city’s commitment of $80,000 toward the program and described the proposed per‑well mitigation estimate (initially $35,000 per mitigation, subject to annual adjustment) and that fall typically brings more reports of dry wells.

Staff explained RFP/coordination history and that MID’s proposed structure is simpler than earlier framework proposals. The council voted unanimously to direct staff to enter the MOU with MID and MWD, remain open to dialogue with Madera County, and accept the workgroup letter. Staff said appropriate budget items could be incorporated in the next rate study so that the general fund would not be impacted immediately.

Council asked that staff proceed with the MOU language and return the MOU for final action at a subsequent regular meeting of the city council and the GSA. Staff said they will continue coordination with county partners and other subbasin GSAs.
