At its Dec. 10 meeting, the Oskaloosa City Council approved three items tied to resident engagement, technology upgrades and water‑infrastructure funding.
Survey: Staff proposed a modified version of the 2022 community survey to gather resident priorities and compare year‑to‑year responses. Council debated timing and distribution (utility billing, social media, paper forms), the merits of raw versus filtered publication of comments, and sample size/representation. Despite concerns about a short December window, the council voted to administer the survey immediately with a proposed closing date of Dec. 31; council members asked staff to revisit publication policy for comments after results are received.
Audiovisual system: Staff described problems with existing council‑chamber AV equipment — poor audio clarity, unreliable microphones, video interruptions and limited hybrid‑meeting integration — and presented vendor quotes for a ceiling‑mounted microphone system, voice‑activated camera, additional monitors (including hallway screen) and a touch panel. Council approved an amendment to the Capital Improvement Plan to purchase the system in the current fiscal year; an abstention was recorded on the roll call for this item. Staff said they do not expect ongoing monthly fees but will confirm closed‑captioning capabilities.
Clean Water SRF principal forgiveness: Staff relayed an Iowa DNR offer of principal forgiveness under the Clean Water State Revolving Fund (CWSRF) program. The program can make eligible projects more affordable for communities that meet disadvantaged criteria; maximum principal forgiveness proposed was $600,000. Council approved a resolution accepting the forgiveness terms.
Staff will use survey input to help shape budget discussions and return with details on procurement and grant conditions as required.
