Council advances housing plan ordinance and approves two rezoning requests
Summary
On Dec. 10 the council approved a first reading to consolidate the citywide housing urban revitalization plan and also approved two rezoning requests — one on second reading for 953/1107 11th Ave W and one on third reading to match church parcels to Public Institutional zoning.
The Oskaloosa City Council took a series of land‑use votes during its Dec. 10 meeting.
Staff presented a proposed ordinance to consolidate prior amendments and update the citywide housing urban revitalization plan, removing redundant code sections and addressing legislative changes to Chapter 404. Council moved the ordinance on first reading and approved it by roll call.
Separately, Council approved a rezoning application on second reading for property at 953 and 1107 11th Avenue West submitted by Gridco, LLC / Marge LC / Care of Moscow Corporation. Planning and Zoning had recommended approval 9–0. The council recorded one abstention on the roll call for that item but the motion carried.
Council also approved the third reading of a rezoning request submitted by First Christian Reformed Church to change two adjoining parcels to PI (Public Institutional) zoning so the church’s three parcels share consistent zoning. Planning and Zoning recommended approval 9–0 and council voted in favor by roll call.
