Laguna Beach planners seek objective design standards for single‑family homes, focusing on views, privacy and a 'box‑in‑a‑box' ministerial path

Laguna Beach planning staff and consultants presented proposed objective design standards (ODS) for single‑ and two‑family homes during a joint Planning Commission and Design Review Board study session on Nov. 19, emphasizing a two‑phase approach that would create an optional, expedited ministerial path for qualifying projects.

Wendy Jeong, the city's principal planner, told the commission the comprehensive zoning code update — contracted to De Novo Planning Group in October 2024 and expanded in July 2025 — is expected to run about 26 months and that today's session addresses Phase 2: architectural style and neighborhood character guidance. "The objective design standards are essential to preserve local design control and, also while meeting the state's requirements," Jeong said.

Consultants from JKA and De Novo summarized their existing‑conditions review and recommendations. The consultants described Phase 1 as a tightly constrained "box‑in‑a‑box" building envelope (cited examples include a one‑story limit used in the draft 16‑foot maximum for the expedited path) addressing height, setbacks and massing; projects that meet those objective limits could qualify for ministerial (administrative) approval while retaining required Coastal Development Permit (CDP) review.…
