Executive Officer Henman explained committee deliberations and staff rationale, saying the proposed change "removes the 5% limitation and maintains the $3,000 cap for movement of funds between budget accounts," noting many line items are small and the 5% constraint had become administratively limiting. Henman said the change also adds review and approval by the chair and clarifies that the overall budget cannot be increased through such adjustments.
Commissioners asked how often such adjustments occur and whether the reported $275,000 apportionment for the fiscal year remains unchanged; staff said adjustments are infrequent (about once a year) and that the $275,000 apportionment stands, though line distributions may change as invoices are processed and funds are withdrawn from the treasury.
After questions, the commission moved, seconded and approved the policy amendment by roll-call vote. Staff said the intent is to streamline routine administrative actions (for example, a $1,500 adjustment previously required a formal budget amendment if 5% was exceeded).
