Mendocino LAFCO adopts teleconferencing policy aligned with SB 707

The Mendocino Local Agency Formation Commission on Dec. 1 adopted changes to its teleconferencing policy to conform with recent revisions to the Ralph M. Brown Act enacted in Senate Bill 707.
Analyst Crump told commissioners the policies and procedures committee reviewed draft revisions and recommended the amendments, saying, “SB 707 revises and restates numerous provisions made during the COVID‑19 pandemic on teleconferencing requirements for members of governing bodies under the Brown Act,” and that the new requirements take effect in January 2026. The recommended changes are included in the packet and are reflected in Resolution 20 25–26–02.
Commissioner Roden proposed two wording edits to improve clarity in the draft resolution — relocating the word “only” and removing an extraneous “who” in a clause — and counsel Burch said those edits were acceptable and improved the flow. Following discussion, the commission voted by roll call to adopt the amended teleconferencing policy; the motion passed with all recorded votes in the affirmative.
The adopted policy is intended to reflect state law changes and clarify conditions under which commissioners may participate remotely. Staff said the resolution and the revised policy language are available in the meeting packet and will be posted publicly.
