Meredith Todd, city and sustainability planner, told the council staff and legal counsel needed additional time to prepare clearer recommended actions and a draft reason statement for two appeals of Planning & Zoning approvals. Council members clarified the prior hearing record had been closed and agreed the council would continue deliberations rather than reopen testimony.
The council moved to continue each appeal (one filed by John Wood, the other by Rick Wood) to the December 18, 2025 council meeting to comply with the appeal timeline. Roll‑call votes carried on both continuance motions.
Todd said staff will provide the draft decision documents in the upcoming packet so council can provide comments and move to final deliberation and decision at the scheduled date.
