Middletown updates on school and library projects; paving and sidewalk bids set for spring

Town staff updated the council on several capital projects, saying the school complex and library programs remain on schedule and on budget while some site work continues.
Ed (project staff) reported that bid packages for the new high school and middle school have been awarded, the guaranteed maximum price (GMP) and alternates are locked in, site excavation and hauling are substantially complete and steel erection and decking are underway. For the ES Complex (Valley middle school) the final GMP was approved and some funds were reallocated from the high school project to fund ad alternates identified in value‑engineering.
On the library, staff said the reconciled budget based on design drawings is complete and construction documents are being finished; the town has submitted an application for reimbursement to the state. Administration emphasized that some finish items (shelving, furniture, colors) remain under discussion.
On roads and sidewalks, staff (Sean) said underdrains will be installed to address a groundwater issue before final paving, and additional coring and a spring bid are planned for Mitchell's Lane as a bid alternate. The Purgatory Road sidewalk project awaits final DOT comments and will go out to bid in the spring. Councilors discussed funding options, including using hotel‑tax receipts to supplement paving funding and whether to include Mitchell's Lane as an alternate or defer to a future budget cycle.
