Cumberland County commissioners voted to approve a broad consent agenda that carried multiple resolutions covering procurement contracts, service agreements, and infrastructure work.
The board adopted a resolution authorizing the county’s pool of prequalified architects and engineers and awarding the contract to provide architectural services to design an all‑inclusive playground adjacent to the county library (Resolution 2025‑672). County Planning Director Matt Pozarski said the playground grant is a two‑year award and described plans for a multi‑month design charrette that will include public engagement and the library in the design process. "The grant for the playground runs in through the summer of next year," Pozarski said, adding the county expects to be "very close to completion by the end of the grant period."
Commissioners also approved a contract to replace structure number 06F0031 — South Avenue over Roe Capps Run — (Resolution 2025‑674). Deputy Director Marshon and several commissioners noted the project required a lengthy permitting process and expressed appreciation that the county was finally moving to construction after years of delays.
Other consent items approved included re‑advertising RFP 25‑37 for soup‑kitchen feeding services (Resolution 2025‑673), awards and RFQs for general architectural and engineering services (RFQ 25‑43), environmental consulting (RFQ 25‑44), a rock‑salt supply contract for the cooperative purchasing system (bid 25‑45), change orders for medical consulting services at the Department of Corrections (Resolutions 2025‑680 and 2025‑681), and continued participation in the Southern Coastal Regional Employee Benefits Fund for 2026 medical benefits (Resolution 2025‑678). Several items were approved by standard motion and voice or roll‑call votes as part of the consent process.
During the consent discussion, commissioners asked for follow‑up information about other initiatives: one commissioner requested a copy of an earlier solar‑field feasibility study that had evaluated using county land to host a solar project to offset electricity costs. Staff said they would attempt to circulate the study to commissioners.
The meeting also included routine approvals such as acceptance of the treasurer’s report "as provided," and authorization for routine salary and wage payments. The board conducted votes on the consent items in sequence and moved on to public comment and commissioner reports.
The board adjourned after closing the regular agenda.
