Proviso 209 outlines facilities upgrades, bids planned for tennis, track and AED replacements

District facilities staff reported multiple planned projects and procurement steps to the Proviso Township High School District 209 board, saying the work will proceed through design, professional estimating and public bidding.
Speaker 13 told the board Proviso East’s tennis courts on the west side of campus are "over 30 years old" and that the district engaged Perkins and Will for design work. "Once the design is done, then we go to the professional estimating portion," Speaker 13 said, and the district would provide the estimate to the superintendent and CFO to determine funding and whether to implement work with board approval.
On bidding, staff recommended a 20–30 day advertisement window during the holiday season to enlarge the pool of potential contractors and stressed the district’s selection standard is the "lowest responsible capable bidder," not a geographic preference. Speaker 13 said the district often pairs smaller contractors with larger firms to meet WBE/MBE and veteran participation goals.
On the Proviso West track, staff said a vendor quote (Pfeiffer) came in at about $25,140, which exceeds the district's threshold for a direct award and requires competitive bidding; staff plan to bring a recommendation for board approval in January with work scheduled for spring break.
Facilities staff also described replacing aging automated external defibrillator (AED) units. Speaker 13 said the district’s units are 14 years old, replacement pads for 35 units were estimated at roughly $4,700, and cited device line-item amounts: "The Proviso East dollar amount is $29,009.65, and the Proviso West dollar amount is $22,004.73." Staff said the district plans to present the AED purchase for board approval in December because of the safety implications.
Finally, staff described a no-cost, no-obligation facilities review proposed by Aptera to provide an independent comparison to prior facility master-plan work. Aptera would present findings to the board in January if the board agrees.
No formal contract approvals were completed at the meeting; staff said individual procurement and contract actions would come back to the board with estimates and recommendations.
