Peyton Arons, a transportation engineer with Kimley‑Horn working on behalf of the Houston‑Galveston Area Council (HGAC), presented the La Marque Safety Action Plan to council on Dec. 12.

Arons described the project’s purpose: "to develop a comprehensive strategy to eliminate roadway fatalities and serious injuries," align with the U.S. Department of Transportation’s Safe System approach, and make La Marque competitive for federal grant programs such as Safe Streets and Roads for All (SS4A). He said HGAC funded a regional update and local safety plan work for 11 jurisdictions including La Marque and that public meetings will continue (one was held the prior week and another is planned next summer).

Arons summarized crash history for the city from 2018 through 2024: 24 fatal crashes and 113 serious‑injury crashes, with 53 involving pedestrians or bicyclists. He showed crash density mapping with concentrations along the interstate and State Highway 3 and highlighted trends such as a high share of crashes in dark conditions (55 percent) and intersection-related severe crashes (35 percent). Arons said the project seeks both targeted countermeasures at high-crash locations and systemic, low-cost interventions (lighting improvements, rumble strips, shoulder widening) to reduce occurrences.

Council members asked about related programs such as tow-and-go and coordination with TxDOT; Arons said the HGAC tow-and-go program and education initiatives complement infrastructure countermeasures but are separate programs. He also confirmed additional public outreach and coordination with city staff.
