Loudon City Council adopts strategic plan, annexation and zoning changes and approves multiple resolutions

Loudon City Council voted on a slate of administrative and land-use measures during its Nov. 24 meeting, approving a strategic plan, advancing building-code ordinances, adopting a plan-of-services resolution for a pending annexation and passing a rezoning on second reading.
The council adopted the city’s strategic plan and several routine resolutions, including a City of Loudon cafeteria plan for employees (noted as an IRS requirement), authorization for the city to participate in the Tennessee Main Street program and approval to solicit competitive sealed proposals for removal and replacement of pedestrian bridges and a shared-use path in Legion Park. The council also declared two Dodge Charger squad vehicles (each reported as having about 136,000 miles) surplus.

Land-use and process notes: Council adopted a resolution finding plan of services prior to annexing approximately 5 acres at 448 Cove Drive into Loudon City limits; the council also completed a second-reading rezoning vote for property on Holt Drive to R‑1. Planning commission recommendations, several variances and a special-use request for an off-site traffic signal were discussed; some items were tabled by the commission and will return to council as required.
Next steps: Council set a public hearing on the code-adoption items for Dec. 15 and moved several procurement and planning items forward so staff can issue bids and proceed with implementation. The meeting moved into executive session at the end of the public agenda.
