GSA extends GSP periodic-evaluation schedule, authorizes up to $30,000 contract

The Windrock Creek GSA voted Nov. 20 to extend the schedule for its periodic GSP evaluation and amendments and authorized a contract with its consultant to cover the extra scope.
Project manager Becky Fairbanks told the board the current schedule would complete the periodic evaluation and plan amendments by March 2026 under the grant timeline, but staff recommended extending to December 2026 to incorporate the 2025 annual water report, additional monitoring-well data and forthcoming DWR guidance on interconnected surface waters and interbasin coordination. "If we extend this schedule through 2026, we can fold that data in and incorporate any guidance," Fairbanks said.
Fairbanks said that if the board chooses the extended option it would require a second contract with Larry Walker Associates not to exceed $30,000; she noted the extension would not be grant funded for the extra months and asked for board direction on whether to proceed.
Unidentified Board Member (Speaker 6) moved to adopt option 2 and finalize by December 2026 with a contract not to exceed $30,000; the motion was seconded and approved by voice vote.
Next steps: staff will negotiate the contract terms and schedule with the consultant and return with a timeline for deliverables and any budget adjustments needed in the GSA workplan.
