Commission directs staff to draft rules for end-of-meeting public forum; assistant city attorney announced departure

Commissioners discussed adding an open public forum to the end of future Planning Commission agendas, similar to a practice used by City Council.
Several commissioners, including Commissioner Amick and Commissioner Kibler, said an end-of-meeting public forum would give citizens an additional opportunity to speak about planning issues without confusing the substantive public hearings already on the agenda. Commissioners suggested time limits (for example, five minutes per speaker) and other guidelines mirroring city council practice.
City staff advised the commission that recent legislation addresses how public bodies must handle forum aspects of meetings and said staff would consult the legal department on which commissions are bound by the new rules. Staff offered to prepare a report and proposed rules for the commission to consider; the chair directed staff to add the item to the January agenda.
Staff also announced it was the last meeting with Assistant City Attorney Corbin Dickerson, who has accepted a new position. Commissioners thanked Dickerson for his service and invited any final remarks.
The chair closed the meeting and wished commissioners happy holidays.
