Commission backs rezone of 1920 Valley Street to light industrial

The Minot Planning Commission recommended approval Tuesday of a zoning map amendment for 1920 Valley Street, reclassifying the property from C-2 General Commercial to M-1 Light Industrial.
Staff said the parcel sits in the city's extraterritorial jurisdiction southeast of Minot and that the comprehensive plan designates the property for light industrial use. Staff recommended the rezone so the applicant, Pickard Excavation, could lawfully operate heavy machinery and so adjacent residential properties would receive the protections appropriate to adjacency with industrial zoning.
Vice Chair Bauman asked whether the change was merely "housekeeping" or provided functional benefits to the applicant. Staff replied it was mostly housekeeping, but emphasized the applicant's planned heavy-equipment operations and the protections industrial zoning provides to neighbors.
No members of the public spoke during the hearing. Commissioners moved to approve based on staff findings; the motion passed on a roll-call vote and will be forwarded to City Council as the commission's recommendation.
