Council approves preliminary plats and a 5-year Renaissance property tax benefit

The Minot City Council on Nov. 17 approved two planning commission recommendations and a property tax benefit under the city’s Renaissance program.
The council closed public hearings and voted to accept the planning commission’s recommendations for the preliminary plats in Rowan’s second edition and Whitetail Ridge third edition. Both motions passed without recorded dissent.
At a separate public hearing, property owner Bradley Schimpfessel spoke in support of a five-year property tax benefit tied to improvements at 1924 3rd Street NW and said he had invested about $51,000 in windows, doors and other improvements. City staff told the council the Renaissance rules adopted in 2021 give applicants three years to finish projects and that the applicant completed the work within that time. Alderman Samuelson voiced concerns about timing but staff said no extension was required. The council approved the five-year benefit 6–1, with Alderman Samuelson dissenting.
Why it matters: the preliminary plats clear the way for future development per the planning commission’s recommendations. The Renaissance benefit reduces property taxes for eligible rehabilitations and is intended to spur private investment in neighborhoods.
What’s next: approvals authorize staff to implement the plats and the tax benefit per program rules. Councilors asked for continued monitoring of program criteria and discussed whether the program’s structure should be reviewed at the state or local level.
