Audit: Joe Luton, partner at CliftonLarsonAllen LLP, told the council the auditors issued an unmodified opinion on the city’s financial statements for the year ended June 30, 2024, describing that as the highest level of assurance available. Luton said auditors identified one material weakness related to the financial‑statement close process but reported no significant deficiencies or instances of noncompliance. After brief questions from council members, the council voted to accept the auditors’ report, 4–0.
Landscaping contract: Staff recommended a $26,245 maintenance contract with RP Landscaping for planter and landscape maintenance in the Bridle Ridge and Vineyards LLMDs. The staff presentation broke down funding between the two LLMDs and said the contract would be charged to LLMD funds with no impact to the general fund; the contract includes a one‑time cleanup, a contingency for additional cleanup later in the fiscal year and an option to extend for up to two additional years. One council member recused from the item; the contract passed 3–0.
Gene Bianchi Community Center chairs: Staff presented a recommendation to replace worn community‑center chairs and buy 500 Hercules‑series contoured lobby chairs at a total cost of $22,271.06, funded from the facility maintenance fund and surplus chairs. Staff said the existing chairs were worn, difficult to clean and posed tripping hazards for users. The council approved the purchase, 4–0.
Telephone system: Staff recommended replacing the city’s 2015 telephone system with GoToConnect equipment at a first‑year cost of $16,398.02 and presented a multi‑year cost comparison showing projected savings relative to other vendors. Staff said the costs are budgeted across departments and that the system is a cloud‑based voice‑over‑IP solution. The council approved the purchase, 4–0.
Appointments: Council appointments to regional boards, commissions and committees were presented for approval following the resignation of Christopher Smith and the appointment of new council member Richard Murdoch; council voted to approve the listing for the remainder of 2025 and for 2026, 4–0.
All votes described above were recorded on the meeting record; staff identified funding sources for each purchase and said no purchases would hit the general fund except where noted.
