An attorney speaking for the petitioner said the objective is to "put wholesale establishments in C 3" and argued that allowing such uses would help stabilize and reenergize C‑3 commercial districts for property owners and the city. Council members moved and seconded first consideration and voted to advance the ordinance to second consideration; the roll-call was recorded as eight 'yes' votes.
Council did not adopt the ordinance at this meeting; staff will return it on a subsequent agenda for further consideration.
