City staff proposes changing River Drive Protect grant from road-raise to storm-sewer improvements

Public works staff told the council that a redesign for River Drive showed the originally planned roadway raise would cost substantially more than estimated, and recommended changing the Protect flood-mitigation grant scope to storm-sewer modifications and improvements as a more cost-effective approach.
"The Protect grant is our flood mitigation grant, to keep the transportation system open and moving throughout our large scale floods," Public works staff said, explaining the project’s original basis in the 2021 resiliency plan and the rationale for the new approach.
Staff said the storm-sewer modification approach has been used elsewhere in the city and is expected to produce the desired resiliency at lower cost than a road raise. Staff also told council they have already worked with the Federal Highway Administration on the scope change and that the state will sign the grant amendment once the council approves it.
Council members asked how the change affects the grant; staff responded that the change does not jeopardize the grant and described the amendment steps between the city, the state, and FHWA.
Next steps: staff will return with the formal amendment for council consideration; no formal vote occurred during the management review portion of the meeting.
