Davenport City staff seeks council support letter for company's state incentive application

Davenport City staff asked the council to consider a resolution of support for a company seeking state economic incentives, clarifying that the city would not be approving a tax exemption at this meeting but would supply a support letter for the company's state application.

"The only part of this agenda item really for you all is to consider a resolution of support for their application to the state for their for the state incentives," Bruce said, explaining the city role as a supporter rather than an approver of the URTE schedule.

Bruce told the council URTE approvals set up a 10-year exemption schedule and that a subsequent tenant improvement that qualifies could start a new 10‑year schedule on the same property. He said the company occupying the building would likely trigger only a small additional exemption compared with the existing URTE on the site.

Council members asked clarifying questions about whether URTE must be applied for annually; staff and other councilmembers confirmed URTE is issued on 10‑year schedules and does not require yearly reapplication for the same approval. A councilmember also requested that staff circulate written answers to questions asked by individual council members to the full council so everyone receives the same information.

The item on the agenda is a request to place a resolution of support on a future consent agenda; no motion or final vote on the resolution was recorded during the management/agenda review.

Next steps: staff said they will provide the written responses requested by council and will bring the formal resolution for council consideration in the upcoming meeting cycle.
