Millbrae adopts 2025 California Building Standards with local amendments

The Millbrae City Council on Nov. 25 adopted an ordinance updating Title 9 of the Millbrae Municipal Code to reference the 2025 California Building Standards and to carry forward existing local amendments.
Community Development Director Andy Mogensen said state model building codes are updated every three years and must be taken up by the city; the ordinance preserves local amendments on permit time limits, the city’s energy and green building code, and automatic sprinkler regulations enforced by Central County Fire. Mogensen also said the action is exempt from the California Environmental Quality Act.
The council heard no public comment specific to the item and approved the resolution and ordinance by a 5–0 vote in the public hearing.
Separately, the council removed from the consent calendar a request from the San Mateo Daily Journal for recreation center fee waivers after staff noted the Daily Journal is a for‑profit entity; staff said it will return with a revised agreement.
