Millbrae approves $600,000‑matched transit‑station planning contract with Perkins Eastman

The Millbrae City Council voted 5–0 on Nov. 25 to authorize the city manager to execute a professional‑services agreement with Perkins Eastman and a required supplement to accept a $600,000 matching grant from the Metropolitan Transportation Commission to develop a Millbrae Multimodal Integrated Transit Station concept plan.
Community Development Director Andy Mogensen said the city won an MTC competitive grant and will match the award from its long‑range planning fund. The contract will fund a roughly three‑year effort to evaluate station amenities, circulation, phasing and conceptual design that coordinate Caltrain, BART, SamTrans, the airport and other partners.
Vaughn Davies of Perkins Eastman, who introduced the consultant team, said the firm will lead technical analysis and community engagement. “We are going to be engaged over the course of about 3 years with yourselves,” Davies said, adding the process will include agency workshops, community meetings and high‑level cost estimating.
Public commenters and council members emphasized that the study should prioritize Millbrae’s local needs and avoid being driven by outside agency priorities. MTC Commissioner Gina Pappan, speaking in support, said Millbrae’s intermodal role gives the project regional importance.
The council approved the contract and the MTC supplement by a 5–0 vote; staff said the grant will be used to advance a station vision and help align improvements with potential future projects including high‑speed rail.
