LAFCO commissioners on Dec. 1 discussed ways to help special district board members complete required disclosure filings and online ethics/harassment trainings and approved the agency's annual work program status report.
The commission's chair, Mary Anne Leffel, raised concerns that some special district board members were not filing required disclosure forms and were behind on online training, saying it was unfair to constituents for officials to remain out of compliance with state law. Commissioners discussed proactive steps staff could take to improve compliance, including scheduling one-on-one appointments and attending district board meetings to provide hands-on assistance with registration and Form 700 completion.
An agency staff member suggested setting up individual appointments and, where appropriate, sending staff to district meetings to help board members log in and register for free online training resources. The chair and commissioners agreed to develop a plan and aim to have the compliance issues cleared by January.
The commission then voted to accept the annual work program implementation status report for the current year. A motion to accept Item 6 was made and seconded; the chair called for a voice vote and the motion passed by affirmative voice vote.
Next steps: commissioners said they would confer with staff to finalize outreach and training plans and return with an implementation update in the coming month.
