The public works committee approved several operational items related to stormwater and community development grant requirements.
Staff asked the committee to increase the not‑to‑exceed amount on the Utilacor emergency stormwater repair contract from $200,000 to $400,000 to cover a surge of storm‑sewer failures following an unusually wet period. Staff said there is sufficient money in the stormwater account and that typical spot repairs range from about $7,500 for small tile repairs to $30,000–$40,000 for manhole‑to‑manhole replacements. Council members asked about prioritization and staff said Utilacor has been responsive and that the city inspects contractor work.
The committee also adopted a corrected citizen participation plan required by CDBG‑DR2022 for the Meadows stormwater master plan study and Meadows housing buyout projects. Council discussed improving public outreach beyond newspaper postings (suggestions included channel 14, Facebook and water‑bill inserts) and staff said they would coordinate with public relations.
Finally, the committee approved a CDBG subrogation agreement designed to prevent duplicate payment for work that has already been funded by FEMA or other sources; staff said the agreement is a standard CDBG requirement and staff recommended approval.
All three items were approved by roll call.
