Commission backs staff pursuing donated parkland contingent on annexation at Highway 41 and Ferguson

City staff briefed the commission on a potential park opportunity adjacent to Highway 41 and Ferguson: a developer plans to build housing on part of a square parcel and donate the remainder as parkland if the city annexes the property. Staff estimated the parkable portion at about three acres — roughly the size of City Park — and said the site could provide pathway connectivity from Highway 41 through to Thayer Farms, improving pedestrian links in the southwest portion of town.

Staff cautioned that a major portion of the parcel lies under a power-line easement, which prohibits permanent foundations and limits development to nonpermanent features (lawns, asphalt or similar surface improvements are generally allowed; playground equipment and shelters would need to be placed off the easement). Staff suggested making road access and a pathway connection conditions of annexation if the city pursues the donation.

Commissioners generally recommended staff pursue the annexation and donor conversations while noting planning review and the formal annexation process would control final outcomes. Commissioners also discussed incorporating historical interpretation (local agricultural history and existing silos) and potential playground placement in the northern corner outside the easement.
