Montgomery County commissioners choose desktop imagery approach for 2028 revaluation

Montgomery County commissioners voted on Nov. 18 to accept a desktop imagery option (referred to in discussion as "Option 4") for the county's upcoming property revaluation work aimed at meeting the state-required 2028 schedule.
County staff described multiple options for the revaluation. Commissioners and staff discussed trade-offs: a full, on-the-ground measure provides the highest accuracy but requires extensive field work; Option 4 uses new aerial and desktop imagery to reduce field visits while providing sufficient data for valuations and appeals. Staff said the initial imagery would need to be flown soon (timing depends on leaf-off conditions) and that a second imagery gather is scheduled in 2029, producing two imagery sets to cover an eight-year window.
Commissioners stressed the need to notify property owners in advance of any site visits for appeals and verification. After discussion, a motion to accept Option 4 passed by voice vote; staff said the imagery can be used for other county purposes, including GIS and emergency services, and can be paid for in segments rather than as a single lump sum.
The board directed staff to proceed with the desktop imagery acquisition and to include notification procedures for any on-site verification associated with appeals.
