The Waco City Council approved a series of ordinances and zoning items on Dec. 2 as part of individual consideration. Major items approved include:
- West Village/Westlake Planned Unit Development (PUD) and concept plan: Council approved an ordinance zoning approximately 567.56 acres for the West Village PUD; the applicant, Brad Shelton, was present to answer questions. (presentation and approval recorded)
- Voluntary annexation and comprehensive plan designation for the Westlake development (~567.56 acres): Approved on second reading; annexed area will be assigned to Council District 5.
- Voluntary annexation of parcels owned by Spiegelville Land Holdings LLC and Edgewood Land Investments LLC (~212.37 acres) and related rezoning: Approved on second reading.
- Ordinance to create a Public Arts Commission and amend boards & commissions provisions (replacing "art and culture commission" language and adding an ex‑officio, nonvoting designee from the city's contracted arts agency): Approved after city attorney read a requested revision into the record.
- Ordinance amendments to Chapter 28 (zoning) cleaning up definitions for amusement redemption machines ("8-liners") and indoor amusement facilities: Approved (cleanup ordinance).
- Ordinance amendment to Chapter 5 (Animals) adding traveling animal acts and definitions: Passed on second reading.
Council voted to approve each item; most were described as having been approved by a prior 5–0 council vote on first reading and were moved and seconded for final action this evening. The council also approved earlier consent‑agenda resolutions that covered a block of resolution numbers (2025‑867, 868 and 869–884 except 2025‑883).
Why it matters: The approvals advance development proposals, expand the city's boundaries in several areas, and update city code and boards and commissions structures. The West Village PUD and annexations are large land‑use decisions that will shape future development patterns and service responsibilities.
