The conditions read into the record included directing site lighting toward the establishment, installation and maintenance of a privacy fence along the property line adjacent to the single‑family lot, limiting the lane to pickup orders (ordering shall not occur in the lane), prohibiting permits for a menu board, and making the permit valid for 12 months after issuance of a certificate of occupancy.
Jane Kitner, speaking for the applicant, described the lane as a pickup window to serve online and phone orders, saying it keeps activity at the site to a minimum and preserves a tree buffer. "We aren't asking for a drive through lane. We're asking for a pickup lane," Kitner said. Marco's franchisee Robert Mach told council the site configuration exists at other locations and that typical queue lengths are short: "It's not a drive through. There won't be a display or anything like that. It's just a pickup window."
Councilmember (recorded as speaker 9) moved to approve with staff recommendations; the motion was seconded and passed by roll call.
