Richmond Rent Board adopts Regulation 3.27 to establish annual December recess

The Richmond Rent Board voted on Nov. 19 to adopt Regulation 3.27, formally establishing an annual December recess during which no regular or special meetings will be scheduled unless an emergency meeting is necessary under state law.
Executive Director Nicholas Traylor presented the regulation and said it is intended to improve administrative efficiency, allow staff training and planning, and reduce burnout during a period when staff already manage heavy billing and collections. Traylor told the board the proposal carries no fiscal impact because it does not require new expenditures or reallocations.
General Counsel Charles Ochinuga clarified that the proposed regulation would not eliminate the board’s authority to meet in December: the board may authorize a regular or special meeting in December if it does so in the prior month, and emergency meetings may be called consistent with Government Code section 54956.5. Traylor said the city often schedules furloughs during late December and staff and board members frequently request time off for the holidays.
Board Member Hyatt moved to adopt Regulation 3.27; Board Member Espinosa seconded. Roll call votes were affirmative and the regulation was adopted with Chair Tipton and Board Member Willis absent.
The board confirmed its January regular meeting is scheduled for Jan. 21, 2026, and members exchanged holiday greetings before adjourning the meeting at 5:37 p.m.
