Staff said five qualified proposals were received, two firms were interviewed, and the recommended firm will assist with schedule, budget coordination and early cost estimates while the project remains in the site‑plan and cost‑estimating phases rather than active construction.
Jason Rewald, representing Frank Rewald & Sons, attended. Staff emphasized that the selection is intended to secure early cost‑estimating capability so the county can return with site plans and pro forma cost estimates before asking for authorization to proceed with final design. “It’s very important to have a construction manager on board to develop cost estimates at the site plan stage,” staff said.
Commissioners asked about next steps and whether the selection means the county is committing to construction; staff said the recommendation funds pre‑construction services and that final design and construction authorization will return to the board after site plan review. The committee voted to recommend Frank Rewald & Sons as construction manager to Finance (vote recorded as 6 yeas, 0 nays).
