TRC conditionally approves Miramar garages project pending outstanding plans and DRB review

Staff introduced a major development application from Nautilus Civil Engineers seeking approval for a 49-unit vehicle, boat and RV storage facility with a sales center and related infrastructure on 10.06 acres in the Coastal Center Mixed Use zoning district east of the McDonald's in Miramar Beach.

An applicant representative, Curtis Smith, said the team resubmitted materials to respond to environmental and stormwater comments and added extensive stormwater analysis separating phase 1 and phase 2. He said the project team plans to file a deviation request for architecture to advance to the Design Review Board.

Staff and engineers discussed technical points, including whether the front pond near Highway 98 is a wet pond and which portions of chapter 6 (buffer, setback and retention requirements) apply. Staff concluded the chapter language referred to the scenic-corridor buffer rather than a project-wide pond requirement, and no insurmountable issues were identified in preliminary reviews.

Given outstanding landscape and architectural materials that were recently uploaded, staff recommended conditional approval pending successful resolution of all comments and submittal of missing documents. The committee moved to conditionally approve the project, the motion was seconded and approved by voice vote, and the Chair confirmed the project may proceed toward the Design Review Board once comments are addressed.

The committee's action was conditional: final approval and DRB review remain dependent on the applicant's successful submittal and resolution of outstanding engineering, landscape and architectural comments.
