At the Nov. 17 meeting the Lock Haven City Council approved a slate of consent and action items including event closures, a capital project award, pension changes and appointments.
What passed
- Leather Alley closure for the Citizens' annual Christmas tree sale (first reading and vote). Council recorded affirmative roll-call votes from members present.
- Closure of the East Main Street parking lot for an annual holiday concert on Dec. 12. The organizer (Tyler Barr) described set-up at 1:30 p.m. and a 5:30 p.m. concert start; staff will coordinate traffic and electrical access. Council approved the closure.
- Award of airport fencing and gates project to the low bidder after minor layout adjustments; the Bureau of Aviation (BOA) will contribute $165,437.26 toward the project total presented in the packet, leaving a local match covered by existing airport capital funds. Council approved the award.
- An ordinance updating the Lock Haven Police Officers Association agreement requiring a 2% flat contribution of W-2 earnings to the police pension fund. Council moved, seconded and approved the ordinance on the record.
- Authorization to solicit bids for the Youngdale Well Field permanent installation and pipeline to the filtration point as part of the citys supplemental water-source work. Council approved solicitation.
- Appointment of Mara Dusil as the independent auditor for the FY2024 audit at a proposed fee of $55,000, contingent on Baker Tilly completing the FY2023 audit to allow Dusil to begin work. Council approved the appointment.
- Acceptance of Art Sanders resignation from the Ross Library Board and appointment of Faith Ronk (transcript alternate spellings) to fill the vacancy; council discussed term timing and goodwill remarks about Sanders' service.
How the votes were recorded
For each formal motion the clerk conducted a roll-call vote; for the listed items, votes recorded in the meeting packet showed affirmative votes from the council members called in sequence (e.g., Alexander, Brandon, Brannon/Branson, Brinker/Breaker, Conklin/Cockley, Mazzouri/Missouri, Stevenson and the mayor). Where the packet recorded names the roll calls were read aloud and each responded "Yes." No recorded vote on these items in the transcript showed a "No" or abstention.
What to watch next
Council scheduled additional readings and final decisions related to the proposed millage ordinance and overall budget at upcoming meetings on Nov. 24, Dec. 1 and Dec. 8. The PennVest funding application for wastewater equipment will be prepared in the coming quarter, and staff said the Youngdale well-field bid solicitation will start immediately after authorization.
