Council approves annexation of 17400 Highway 190 East into Hammond

The Hammond City Council adopted an ordinance Nov. 18 to annex 17400 Highway 190 East into the city and zone the parcel CH, aligning it with neighboring property. City staff said the annexation follows a survey by Max Bowden Inc. dated Aug. 27, 2025, and that the planning commission recommended approval 5–0.
A representative for the property owner told the council the owner already holds adjacent parcels and intends to bring this lot into the city limits to allow future adjustments and potential subdivision; no specific development plans were presented. The representative said the action would make the property “all be together uniform, all be in the city limits.”
Council members moved the measure from public hearing to final adoption in the regular session. The motion passed with voice votes recorded as Aye by Councilmen Andrews, Leon, Gonzales, Divitario and Williams. The ordinance will place the property under Hammond zoning and municipal regulation going forward.
