The State Board of Examiners in Psychology voted unanimously to recommend that the academic preparation of an Israel‑trained applicant, Dr. Litvin, satisfies Connecticut’s educational requirements for psychologist licensure.
A staff presenter summarized the applicant’s paperwork, saying Dr. Litvin completed a Master of Arts in school psychology in 2000 and a PhD in psychology in 2024 at institutions accredited by Israel’s Council for Higher Education. The presenter said an International Education Evaluations (IEE) credential review concluded the doctoral degree is equivalent to a U.S. Doctor of Philosophy degree and cited statutory criteria for approval and the need for the Commissioner of Public Health’s consent.
Board members questioned the applicant about clinical training. A member asked whether the record documented an internship; Dr. Litvin replied, “I did, I went through, an internship, at 2004 up to 2008 after my master's degree,” and said she completed additional work experience after her PhD. The board’s review focused on academic training rather than postdoctoral experience, the presenter said.
After discussion, a member moved and another seconded a motion to recommend that Dr. Litvin’s academic training meets Connecticut licensure educational requirements. The board voted to recommend approval; the matter now moves to licensing staff and the Commissioner of Public Health as required by statute.
The board did not take final licensing action at the meeting; the vote reported was a recommendation from the board to proceed with licensure processing.
