Council approves license with Canyon County Water Company for Providence Avenue culvert relining

The Middleton City Council voted Nov. 19 to authorize the mayor to enter into a license agreement with Canyon County Water Company to permit relining work on a culvert along Providence Avenue.
Public Works Director Jason Van Gilder described the project as a planned culvert relining that has been budgeted and publicly bid. Van Gilder said the relining addresses deterioration of the metal lining and is not intended to increase hydraulic capacity, though the smoother coating will add a small marginal improvement.
Addressing council questions about flooding near the location, Van Gilder said annual or periodic inspections identify culverts that need work. When asked who would bear responsibility for future failures after relining, Van Gilder said, “If the culvert goes in, you’re forever responsible for it,” indicating the city would assume maintenance responsibility once the relining is in place under the terms discussed.
Council discussed contract language and acknowledged similar agreements have been used before. The council moved, seconded and approved the license agreement by voice vote so the city can proceed with the relining project and move forward with related bid work.
Next steps: staff will complete contracting and proceed with the relining work consistent with the approved license agreement.
